In Tortall, and with regards to crime, the term 'rogue' can take on one of three meanings, and yes, the capitalization is important:
rogue (person): One who is on the wrong side of the law. This could be in a variety of professions, legal or otherwise, and said person may or may not* be affiliated with the organization itself.
    * In this case, such a character would be classed as a 'commoner'
Rogue (organization): The largest crime organization in the country, led by the King of the Rogue. Each major Tortallan city has its own Court, however all members of the Rogue follow the same king. A percentage of each member's earnings buys them the privilege of membership, and all that goes with it.
Yeah, if you're character's a member, they'd be classed as 'rogue'.
Rogue (person): A shortened term for the King of the Rogue. This is the person leading the organization, the king of the Tortallan underworld. The Rogue gets his status by killing his predecessor.
